The word is usually used when meaning bro, brother, man, friend, home-boy, etc., and they say things like:
"What's up my nigga" (bro, brother, man, friend, etc.)
"Where my niggas at"
"I'll fu*k them niggas up"
And so on....
So when Cooper talks about jumping the fence to fight every N-word here, was he talking about black people, or just a certain group of troublemakers, or people in general...??
